How are Crime Rates measured?

Most Crime Rates come from Official Statistics which show the number of Reported Crimes. However, this is inaccurate as not all Crimes are reported. Especially not ones of the Sexual kind as those affected may not feel comfortable discussing it with anyone. This is where Self-report Surveys come in. Confidential Self-report Surveys are used to allow Convicted Criminals and even the General Public to report on crimes that they have Committed/Experienced, Anonymously. This gives a more realistic measure of the actual Rate of Crime.
